Catalina: Every app I use I've exceeded the "time limit." How do you get rid of this "feature?

I can't believe anyone would "design" such a feature, but upon upgrading to Catalina every app I open displays a "time limit" dialog. How do you turn this off? Who thought of this in the first place, and why are they working at Apple?

MacBook Air 13″, macOS 10.15

Check the Screen Time settings in System Preferences > Screen Time. The reason it exists is so parents can limit the time their children use the computer.
