There are several causes for failure of your iPad to update - including insufficient space.
Other common issues for update issues are attempting to update over a Cellular connection (updates can only be accomplished over WiFi) - or if the iPad has less than 50% battery charge.

If the reason why it won't update is because there is not enough space, you will have to delete more, especially photos which take up a lot of space. Be sure to save important photos to your computer or external drive.
