Apple Cash Card Restricted for Life?

Was trying to setup Apple Cash Card, it gave me a notice that I was restricted (I had never even used it before) to call.

I called, they told me I was restricted for life, couldn't tell me why. I mentioned that I had never even used it, that I was simply trying to set it up. They repeated the same info that it was restricted & I was banned for life & there was nothing they could do about. ¯\_(ツ)_/¯

I am curious, why i was "banned for life" on using a service I never used?

Usually if your are "banned for life" from something there is a reason, If I never even used the service before then whats the reason?
