I would like to change country in APP store but I can not.

I am oblidged to spend my credit balance 0,70 USD first but I can not.

Can you erase my credit balance.

Buy an item more expensive than your balance and use a different payment method to pay the excess amount; if you can't do this, ask the iTunes Store staff to zero it.
