My iPhone keeps saying 1% iCloud storage left

my phone keeps saying 1% storage left when I go into my settings and try to delete photos to make room it won’t let me. It looks like it’s deleting but it doesn’t as soon as I get out of it I press the photo app and the photos I just deleted are back on my photo app and storage. Now it’s saying I need to backup and update it won’t let me and I pulled up the photo app and now all my photos are in 3’s meaning 3 of each photo? I can’t get any of them to delete?
