Downgrade Options Not listed

When choosing ICloud plans the “Downgrade Options” aren’t available and I’m permanently going to get notifications to upgrade my billing it’s also listed as 5gb when I’m on 50gb

According to the screenshot you provided, there is nothing for you to downgrade as you're already on the complimentary 5GB storage tier.
