Cellular Problem

Good day to anyone !!

may I ask some solution to my problem on my phone, which is it shows that " your phone cannot make and receive calls and access cellular data until it has been updated but my phone is up tp date and I follow all the step of what the apple shows on their site. I already reset the network settings but the cellular didn't shows now when im going to click that on settings . please help me
