Regarding the number of phones in my iCloud storage being 3, 2 of the phones are no longer in use, why are they still being backed up ?

Did you completely sign out of those devices prior to parting with them? See the part about removing a device from the list -- Check your Apple ID device list to see where you're signed in - Apple Support.

In my iCloud storage 3 phones are noted , 2 of which I no longer use . Should the backups for the old phones be complete and no longer require backup?
