HELP with storage

This tells me that “Your device automatically deletes cached files and temporary files when it needs more space. You don't need to delete them yourself” however I don’t have any space left and the cached files that are kept under the “other” tab are taking most of it up. How do I get rid of the content under the “other” on my devices memory?

I believe the issue is the iCloud Photos item that says 1%. Need to try and let that finish. I saw the recommendation elsewhere to plug in your phone, connect to wifi and let it sit with the screen locked for awhile (so probably overnight..). If that doesn't take care of itself you may need to contact support and see if they can help --> Get Support
