can't change user admin login password

I can't change user login password I do know the original one but can't change it whenever I do so this following message appears:"The password for the account “Apple” was not changed.

1. Your system administrator may not allow you to change your password or there was some other problem with your password. Contact your system administrator for help." even though the account itself is admin account.Can anyone help me out please.
