Are you referring to the September 2020 Apple Event on Watch and iPad?

The full statement reads: “Streaming to your TV requires an AirPlay 2-capable TV, or via AirPlay to an Apple TV (2nd generation or later) with the latest Apple TV software or tvOS.”

There is no app for this on Apple TV (2nd generation), but you can use AirPlay from a Mac or iPhone or iPad to an Apple TV (2nd generation).

On Apple TV (3rd generation or later), this event is also available in the Apple TV app.
