Lost Apple Watch 5
If someone finds my lost Apple Watch 5 BEFORE I realise it is missing (and before I mark it as lost in FindMy) can they erase/use my watch and set it up as theirs?

no it is activated by your iPhone and your Apple ID. They have to know your ID and password to switch it to another phone.
