Cancel upcoming payment

The option of cancelling an upcoming payment is not available at all. The responses I've been reading is wait and ask for a refund when it goes thru. This is option is simply crazy and inconvenient.

I would really like to know the reason why this option is not available. I can update/cancel upcoming payments ALL the time with my other credit cards.
