If the message states that your Apple ID is disabled for security reasons see the instructions in: https://support.apple.com/en-us/HT204106


If it states that your account is disabled in the App Store and iTunes, contact Apple support. See the instructions in: https://support.apple.com/en-us/HT208856

Sorry, I don't know how you contact Apple from there. You don't need to reach an Apple Store but you will need to contact Apple Support. If the "Contact Apple Support" in If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support doesn't work, there is also a Contact Support at the top right of this page.
