Safari won't save file download location

Whenever I change the file download location, it saves downloads where I want them . . . for that session. The next time I open Safari, it reverts to the "Downloads" folder.


I'm running Safari 13.1.2 and OS 10.15.6.

So you're saying that the only way to fix this is to set it to ask for each download?


I did try changing it to save to the desktop (without a window open), but even within a session, it reverts to the downloads folder. And if I restart Safari or the machine, it reverts to the downloads folder.


Any other ideas? Or is it time for a bug report?
