If you are running Windows on your MacBook Pro, you need to hold the Option key at startup to see if it can see the Mac installed partition.
If you are not running any system on your MacBook Pro presently, and command-R boot does not offer you the ability to install the operating system, and your Mac is newer than July 2011, command-option-shift-R reinstalls from the first OS that came the with the Mac.
Older Macs need the original disc to install the OS, and no download is available.
