Recover Apple ID password

My son lost his phone and we got his new one in the mail recently. We are trying to set up the phone but he forgot his password. His Apple ID is ***** and he’s locked out of his account so it said it sent a reset to his email but we don’t have the password to log in. He never set up the security questions either.
