After updating my iPhone XR to iOS 14, my Mobile Banking App was disabled.
How to enable it again?

What have you not told us that is relevant here?
Some possibilities:

My theory is a poorly worded error message from your bank's app developer.

You likely have the same solution. Ask your bank if their app will be updated for iOS 14.
The bank app depends on the iOS for its security features. The app is probably looking for something in the iOS that is no longer there or has been changed. The app was coded to kick out this error message if that happens.
To the app, a jailbroken device will have the same issue. A check with iOS does not get the response the app was expecting.
A "better" error message may be "something is wrong... please check for an updated app version"

Check the bank's app for an update
You are absolutely right, that’s what I thought too.
In fact I already informed the bank about this issue and hopefully an upgrade to their App will be released soon.
The bank has released a new version of their mobile app which supports iOS 14.
