iCloud backup isn’t downloading to new phone

Hi,

I’ve recently purchased a new iPhone and I’ve done the iCloud set up and it hasn’t installed all of my contacts

Is the new device plugged in to power and connected to WiFi? Has it finished syncing? Do you have enough iCloud storage space or device storage space?

Yes have space it has finished syncing all phones are up to date with the latest update everything has synced across except half my contacts
