Hi, how can’t downgrade my iCloud to the free subscription (5gb)?

You can downgrade right on your iPhone. I was able to upgrade and downgrade my iCloud storage right on my phone.
I’ve been trying to do this for how many days already but everytime I click on 5gb Free, nothing happens.
