If you have the Messages enabled in the iCloud settings, you will get them back whenever you sign in a new iOS device automatically.
In case if this Messages settings, were ON, and you already deleted the messages, so it's already updated in the iOS and no way you get them back except if you have any older backup and you would need to restore the whole phone to an earlier time slot.
