Why apple doesn't give back tap feature to iPhone 7 Plus?
This feature require basic hardware then why they can't do it for 7 plus and other models...

You answered the question. That device lacks the required hardware.
You should have:
Settings > Accessibility > Touch > Back Tap.
If not, as you and askbarnabas concluded, you lack the hardware.

I found it! it is hidden in the Whats new page for iOS 14 note 17.
Works with iPhone 8, iPhone 8 Plus, iPhone X, iPhone XS, iPhone XS Max, iPhone XR, iPhone 11, iPhone 11 Pro, and iPhone 11 Pro Max.

The iPhone 7 does not have the requisite hardware.
iphone 6s to 7plus is not glass so back tap feature is not available and iphone 8 is glass back to iphone 12 pro max back tap is available only double tap and triple tap but you can setup back tap in iOS 14 on iphone 6s to iphone 7plus you have to go to assistive touch and single tap and double tap and long press and 3d touch is available
