Yes, I believe this is a bug. The exact same thing happened to me. I used App Configuration to force update my iPhone 8 to iOS 14, but it completely bricked my phone. I had to restore it back to factory settings.

My advice would be to take it to Apple and they will update it to iOS 14 without bricking your phone.

Go to general > profile> remove beta profile and restart
