software update

My iPhone 6 is saying software up to date but its using version 12.4.8. I do not have any beta profile and I have tried downloading iTunes on my PC to try and update from there but still, the response I am getting is that the version I am using is the current version. What could be the problem and Is there any other way I can update to version 13?
