If you've synced your photos with iCloud or been backing up your iPhone either to iCloud or your computer, you can restore your photos after you erase your phone. If you haven't backed up your phone or synced your photos with the cloud, you will lose them in the restore process.
You cannot - if that iPhone is the only place the photos are housed.
