Backup, erase, start as new device

What happened if I would to backup my current iPhone with all the apps data (e.g. WhatsApp backup) to icloud, then erase all content, re-set up as a new iPhone and re-connect to iCloud. Will I be able to see my old photos as a new device? and will I able to selectively restore the “WhatsApp” data back on the new devise?


essentially, freeing my iphone of all photos yet still able access them in iCloud photo.

When you restore a backup, you restore everything in the backup. You cannot restore content selectively. Even if you decided to use iCloud photos, that will not allow you to delete them from the phone and view them in iCloud because iCloud photos is merely a syncing service. If you delete the photos on the phone, you delete them in iCloud as well.
