Charging iPhone Triggers Checking Mail

iPhone 7 128GB

iOS: 13.6.1

Background Refresh: Off

Fetch New Data: Off

-Push: Off

-All Mailboxes: Manual

-Fetch: Manually

Above are my settings for the iPhone. Often when I plug in my phone to charge (wall or computer) it will fetch new mail and "ding" even though I have everything set to manually be pulling mail. This occurs with all the mailboxes I have. It's occurred with each iOS iteration before 13 and is still occurring with 13.6.1

I have never seen anyone with the same issue. Anyone have any ideas?

It hasn’t always been that way happened back when iOS 13 Or maybe 12 came out. I don’t understand why Apple took away or forced a control over my phone, I should have the choice to not allow my email to come through when I charge my phone. . I won’t waste my time to send feedback I don’t believe they care what I have to say. I’ll just go away from iPhone and solve this. Thank you for your response and explanation of this
