Airdrop turning itself off iOS 14

I just upgraded to iOS 14 on my iPhone 8. Now Airdrop won’t stay turned on. I keep going to settings and turning receiving to “contacts only.” Then I leave settings and it turns back to “receiving off.” I’ve tried crashing settings, turning off Bluetooth/wireless, etc and turning it all back on. I’ve tried switching airdrop to “everyone.” I’ve even turned my phone off and on again. But Airdrop just won’t stay turned on. What have I not tried? Is this a bug in ios14?
