Catalina -- Drag but no Drop!
So what's the solution to this problem? Seems to be widespread. I thought of installing new OS before 15.5, because everything worked until Catalina.

What is set in Accessibility system prefs, Pointer Control, Mouse or Trackpad options?
until I find an OS rev that does not contain this bug.
Well, I never saw the "bug" on any of the Catalina releases. I use Drag and Drop with my Trackpad daily. Never a single glitch.
Maybe you have something installed which interferes.
Have you started up in Safe Mode to see if the problem exists.

Hotspot on this issue seems to have peaked on this Board about 12 months ago (Fall 2019), around Catalina's release. For me, did not occur until 2 weeks ago. Authorized repair station did a deep scan, removed several hunks of malware, but no major fix to this problem.
PS -- no track pad, just Kensington 4-button trackball #64325; swapped it for Apple Optical Mouse, but no effect.
Still thinking about low-risk approaches that might solve this glitsch. #1 on my list is now to reverse-course one point release at a time; currently running 15.6, have tried15.5 w/o success; next is 15.4, and so forth, until I find an OS rev that does not contain this bug. After each new install, I zapped the PRAM (4x) on restart.
OMT -- all Accessibility switches/controls set to "mouse" configuration.

Yes, tried safe mode, too. But when booting 15.5 or 15.6 in SAFE the ‘bug’ does not reveal itself.

That means you have some system modification installed that is causing the problem.
Did you install software to use the trackball?
No “system mods.” Kensington SW is shrink-wrap fresh from factory. A puzzlement!

That's not what starting in Safe Mode said.
Did you not install the Kensington Works software?
