That iPad is getting very close to the minimal amount of storage an iPad need just for the OS to operate properly.
Any iPad needs to maintain a constant free, internal data storage minimum of between 2-4 GBs.
Also,
A 32 GBs storage iPad starts out with approx 30 GBs, after initial internal drive formatting.
Minus aprox 5 GBs, or so, for iOS leaves 25 GBs.Minus 2-4 GBs for iOS system reserve, for adequate operation of iOS, equals approx. between 21-23 GBs of actual, usable, practical internal data storage space.
You should never, EVER fill up ANY computer or computing device completely full of data.
You iPad may simply NOT have enough storage space available to keeps some apps from crashing.
Also, the 1st gen iPad Air 1, iPad Mini 2 and 3 ONLY have 1.0 GB of internal RAM, which, in this day and age is a very paltry amount of internal RAM.
