"Lock Note" function missing in IOS 13.7

I want to secure a note that contains sensitive information on my iPhone. I have IOS 13.7 and I'm following the instructions in Apple support article "Lock notes on your iPhone, iPad, iPod touch, and Mac" (https://support.apple.com/en-us/HT205794). Once I get to the step about locking a note using the action button within the note, I can't go any further. There is no option on the action menu to "Lock Note" or anything like it. I've attached a screenshot of what I'm seeing, including the Edit Actions sub-menu.
