Why IPad Pro doesn’t have the same layout of Russian keyboard as Mac? It’s annoying to type texts
Is there a way to change it to properly placing comma and dot and question mark? Thank you!

Thanks for clarifying that you were talking about hardware. Unfortunately Apple has not yet provided a way to install custom hardware keyboard layouts, so if none of the options currently available meet your needs, let them know via
Where is it exactly that you want the comma, dot, and question mark? The one called Russian PC is not right? I think you should have more than two options when you tap at the right edge of settings > general > keyboard > hardware keyboard.

Have you tried changing:
Settings, General, Language & Region, Region
I know that’s for the whole machine, but a quick and easy thing to revert back to English or the language of your choice after you’re done typing.

Are you talking about the screen keyboard or a hardware keyboard?
For the screen, you probably need to look in the app store. Check the Keyman app.
For hardware, go to settings > general > keyboard > hardware keyboard and tap over at the right edge and try the different russian options that are listed.
I installed the Russian keyboard to see what you're talking about. Once installed, there are 4 different Russian keyboard layouts available to choose from:
1. Russian
2. Russian - PC
3. Russian Phonetic
4. Bulgarian
I would expect one of those four to be exactly the same as your Mac Russian layout.

Thanks, doesn't quite practical.

So were you in the end able to select the Russian hardware keyboard mapping you wanted or not??
