I currently have 3 user accounts on my 2016 15" Macbook Pro, I am buying a new Macbook so I was wondering how I could take a Time Machine backup for only one user account rather than taking a backup of all the users.

Add the users' folders you don't want to back up to "Exclude these items from backups:" in System Preferences > Time Machine > Options…. From that point on the excluded users won't be backed up.
