Cannot update IOS due to lack of storage space

I have off loaded and removed as much as I can but still can't get down the space needed to update my wife's phone to IOS 14. I have backed it up to iCloud and my PC. Can I reset it, update it to IOS 14 and then restore from backup? If not, are there other alternatives?

How are you trying to do this? Have you tried to do the update through your computer?
