Upgrade storage want download

I upgrade my iPhone 7 storage and it was successful but my storage is still full. I’m having a hard time getting in and staying on an app. I reset about ten times a day. How do I fix this problem?

you can't upgrade phone storage, renting icloud storage does not add to the storage on your phone

iCloud storage is independent of iPhone storage. If you need more space on your phone, you will need to delete something.
