When I had IOS13 on my iPad I was able to use personally installed fonts, now that I have IOS 14 it will not let me use them. Is there a setting that I can change to allow the fonts to work?

Have you tried reinstalling them with an app like AnyFont?
No, I spoke with apple support and the app developer and they said that the app isn’t updated to be compliant with IOS 14. They said that it should be updated in the next day or two.
Then you have your answer...
You must either wait for your chosen App to be updated to support iPadOS14 - or use an App that is already supports iPadOS14 (such as Adobe Creative Cloud).
Unfortunately Creative Cloud charges for any of the fonts that are of interest.....I guess nothing to do but wait.
