Deactivate iCloud Account

How can i deactivate my iCloud account. I do not have a working Apple device and I do naot want to download iTunes. I just want to delete the iCloud subscription or delete Apple all together.

iPad mini, iOS 12

Without apple device you can't cancel the iCloud subscription or erase the iCloud account from the server .
