I change my Apple ID and it won’t let me download files it says unable to install files please try again later and I have for three days in a row It It does not work for my phone or iPad

Did you change you Apple ID or create a new Apple ID?
Do you have access to another WiFi network where you can try? That has worked for several people.
Try a restart.
Restart your iPhone, iPad, or iPod touch
Try a forced restart.
If necessary
Do a backup and try a factory reset. Then restore from your backup.
Backup - Restore your device from an iCloud or iTunes backup.
