I’m trying to set up the Apple Cash on my son’s iPhone but it says that the account cannot be used for Apple Pay.

I am the family organizer and I have my son in the group. I have the Apple Cash family feature on and followed the steps on the apple website and it tells me that the account is not able to use Apple Pay. How do I fix this?
