Did you participate in the iOS 13 BETA Program? Do you have the iOS 13 BETA Profile still installed on your iPad? If YES then delete the iOS 13 BETA Profile and reboot.
To delete the profile, Open Settings ➔ General ➔ Profiles : Here you will see the iOS 13 Profile to delete.
Then try updating to iOS 14 again.
