iCloud storage

I bought 200 gb for ICloud storage. & I have a 64 Gb iPhone XR. With only 49 used. My photos aren’t backing up to my iCloud and it’s still saying not enough iCloud storage. Which I am not understanding.

If you cannot backup -- If you can't back up to iCloud or restore from iCloud backup failed - Apple Support.
