unable to activate

I have iPhone 5s UK version. I just formatted the phone and unable to continue. It keeps showing me an error "Unable to activate - An update is required to activate your iPhone." Please do the needful.

Unable to activate, an update is required to activate your iPhone I get a message that says unable to activate, an update is required to activate your phone. The message may say a carrier (cellular) update is needed.
