Why does my phone freeze every time I press agree to the terms and services when I try to update it?

i downloaded the beta and now that the official update has come out my phone is stuck on “terms and conditions” when i try to update I got the beta before the official release and now that the official update came out, I try installing but my phone like freezes when the terms and conditions pops up after i press agree
