"Unable to Purchase Itunes Gift at this time. Please try again later" Error Message

Hello,

I know for sure

I have enough funds on my itunes account
I verified my credit card
I am logged in, identified, with 2FA, with the latest OS on all my Apple devices
The email of the other itunes user account is correct (I'm in Hong Kong, he's in Indonesia)

Yes, I get this error message, no matter how many times I try:

"Unable to Purchase Itunes Gift at this time. Please try again later"

Can you please help me to send this gift card? That should be so simple...

I've been an Apple fan boy for 2 decades, but recently having to change my password every month, now 2FA that sends me SMSs that I cant get when I'm travelling, devices I end up being locked out of and that I cannot reset... And now these payment issues, I am finding that excessive security is really getting in the way of my ability to use my Apple devices...

It appears that you're having a problem using your Apple ID balance to purchase a gift card for another person. You receive a message that it can’t be purchased at this time and to try again later. We also enjoy sending gifts to friends and family, and we're glad to help with this.

How App Store and iTunes Store purchases are billed - Apple Support -- When you have an Apple ID balance, Apple attempts to use the balance to cover the amount of the purchase first.

What you can buy with your Apple ID balance - Apple Support -- This article explains what you can and can’t purchase with your Apple ID balance:

"Apple ID balance can't be used for some purchases

You can't use your Apple ID balance to send gifts or gift cards.
If you use Family Sharing, your family members can't spend your Apple ID balance. Funds that you add to your Apple ID balance are available only to you. Learn more about how purchases bill to your Apple ID balance."

If you can't redeem your Apple Gift Card or App Store & iTunes Gift Card - Apple Support -- Also note that a gift card can only be redeemed in the country/region it was purchased in.
