Apple didn’t send you an ad.
Some app or website you have did that.
Go to the App Store and pick an Ad blocker. Several are free.

Ads are legal.
As noted, Apple did not and will never send one to you in this way.
I received a big minutes long car ad on iphone today. First time that has happened. It was there when i opened my phone. I wouldn’t think Apple would have the right to do that.
