How do I not use Apple ID while activating an iPad?

I purchased an iPad from someone , I’m to restore factory settings and it goes to activation mode - asking for owners username and password for setup ? How do I skip this step as I don’t have the contact details of the owner?

You can't. Eventually you will get an Activation Lock. If you can't reach the previous owner and have them remove the device from their account, the device is worthless. Apple won't unlock it for you.
