why doesn’t it say “forgot password?” When I want to change my screen time password?

That is because you did not add Apple ID after creating Screen Time Passcode. It would have prompted you to provide your Apple ID and you may have overlooked it.
If you are unable to reset Screen Time passcode from the this-> link then, you will need a computer. If you don't have one, borrow from a friend.
