Why can't we put widgets on the home screen like on the iPhone?
With iOS 14 for iPhone, we can put widgets anywhere on the home screen. Why can't we do the same with iOS 14 for iPad?

Many features are exclusive to either iPhone (such as the feature that you describe) or to iPad. iOS (iPhone) and iPadOS (iPad) have different but related feature sets.
