I have an IPAD that a family member gave me

We took it and had it wiped since the person was deceased now I am trying to use it . I have tried entering ? passcode but I must have entered the wrong code since the ipad has been disabled. I think the devise is about 5 or so years old. Not sure about what to do to get it running. I downloaded i tunes to my PC , I connected the IPAD to my pc but ITUNES says they can not open the devise.
