Why wont my new contacts added to my iPhone also add gto my mac and iPad?

Hi. I recently added a number of people to my contacts via my phone but they don't appear on my Mac or my iPad. I have been into iCloud settings and toggles 'sync contacts on' but it doesn't seem to have worked. How can I add a contact on my phone and it appear on all devices? Cheers
